The honor to participate, serve and be present among the huge masses of devotees of Imam Hossein (A.S.) in the great gatherings of the Arbaeen march cannot be simply described in words. This unrivaled gathering and multi-million-man march has various aspects in spiritual and material scopes and should be on the agenda of the trustees, with scientific attention and the application of the lessons learned in the past, to enhance and improve the quality of services and address its multiple dimensions.

Hence, the International Congress on Health in Arbaeen Hosseini (AS), which pays special attention to the issue of the well-being and health of pilgrims on this occasion, aims to apply its scientific and experimental resources to enhance the health and treatment of pilgrims, and by reducing the number of casualties, enhanced health, and improved conditions, will help pilgrims to make the most of this spiritual journey. Hence, considering that the final audience of this congress is from various parts of the society, and in national and international aspects all Moslem and neighboring countries of the Islamic Republic of Iran, so careful attention should be paid to the risk factors, planning to eliminate or minimize accidents and performing operational forecasts of the number of necessities, capacities, and capabilities by providing recommendations, training, and guidance in the form of software, as well as the correct usage of resources, equipment, and space, etc. in the form of hardware by internal and external coordination can ensure the health of pilgrims, rescue and medical personnel. In other words, maintaining safety and health while traveling this path of light is the inherent duty and religious responsibility of all those involved in organizing this event, and the Scientific Congress on Health in Arbaeen in the mentioned areas should take action to document, apply, and monitor the correct implementation of the relevant instructions, and by making all necessary predictions and coordination to assist the organizers of this event so that the main concerns of the officials and the honorable nation of our Islamic country in the fields of health and treatment, and in short in the field of wellbeing should be reduced to the lowest possible.
Therefore, it is expected that by inviting and consulting all national and international experts in scientific and operational fields, this congress will be able to transform ideas, recommendations,
and scientific demands to coordinate, provide more coherence and synergize the power of service-providing groups in the coming year, and consequently implement precise, targeted, and coordinated action plans to establish order, training and performing all instructions by the visitors, officials, and the rescue and medical operation groups, volunteers, doctors, nurses, etc. In this regard, special attention should be paid to the missions of the Red Crescent Society in promoting Iranian Islamic culture in international dimensions to present the cultural characteristics of this ritual, the cooperation in creating order to serve in accordance with the laws and values of the country of Iraq, interaction with jihadi and civilian groups present in the event, Synergy, and coordination among all servants is of Iranian Islamic values, which is in complete accordance with the principles of the international movement of the Red Cross and Red Crescent, which can be spread in international culture, and on the other hand, the efficient and effective holding of this event will result in increasing public diplomacy of the country in the international fields with the approach of health diplomacy.
Thus, I consider the ultimate goal of holding this congress to be the scientific promotion of all stakeholders in the field of health, production, and redesigning of applicable operational instructions, and to increase the confidence of visitors along with the improvement of health and medical security, and advise the slogan "Health of pilgrims – Joy of Visit" to this respectable congress.
